This Artifact drops from Toy Maker Phthah. An elite ancient mage enemie located in Saircor Orrery.
The respwan time is around 6 minutes.
To unlock all the missing perks complete Artifact: The Mechanic.

Easily the worst of the Artifacts by a significant margin and that's a shame, musket gets no love.... ever.
